ROGERS & NORTON 5-A-SIDE FOOTBALL LEAGUE LEAGUE RULES - SEASON 2009

1. Squads of up to SEVEN players are allowed with unlimited substitutions throughout the game, including the goalkeeper if necessary. Substitutions can only be made when your team’s goalkeeper has the ball.

2. The HOME team has the responsibility for the hiring of the pitch and organising the venue and date of the match. The AWAY team must pay half the pitch fee on the day of the match.

3. Fixture dates should be kept to wherever possible and the organisers reserve the right to penalise any team that does not complete their fixtures at the allotted times. Any team having difficulty in arranging a particular fixture MUST contact Paul Warden as soon as possible, so that a decision can be made with regard to the awarding of points. Games that are not being played with good reason or that have not been reported, within the allowed timescale will result in the points being awarded to the AWAY team with a 0-15 scoreline.

4. Results MUST be forwarded to the referees within 24 hours of the fixture either by telephone, e-mail, fax or by post using the result sheets provided, and this will be the responsibility of the HOME team involved in the fixture. This will enable Paul to forward the results to Kevin Lambert, so that he can update the unofficial Rogers & Norton 5-A-Side website: -

 Please do not post any results direct to the website without informing Paul.

5. The bottom two from the first division will be relegated, and the top two from the second division will be promoted at the end of the season. (Unless there are any withdrawals from the league or any new teams wishing to join, at which time the organisers will make the appropriate decision).

6. Any team more than two fixtures behind without good reason or notification will be removed from the league.

7. The league is run on a friendly but competitive basis with no referees. All we ask is that you are honest and play fair according to the rules.

8. Un-gentlemanly conduct or abusive language will not be tolerated and should be reported to the organisers.

9. The organiser’s decision is final at all times relating to all matters concerning the Rogers & Norton 5-A-Side Football League.

10. Any team not fulfilling their fixtures by the end of season date will not be invited to join the following season unless there are extenuating circumstances. The final decision will be made by the organisers.

11. The game should last roughly an hour and should be continuous.

 MATCH RULES

1 The ball should be in play at all times from the start of the game unless the ball rises above head height off the tallest player at which point a free kick will be given from the place of last contact.

2 All free kicks will be direct.

3 A player receiving the ball from his own goal keepers underarm throw may not return it directly to the goal keeper. If he should do so this will result in a direct free kick two metres from the edge of the penalty area. However should the ball touch a player on the same side or an opposing player it can then be returned to the goal keeper.

4 At a free kick situation all opposing players shall be at least two metres from the ball until it is in play, and all free kicks except penalties given against the defending side for infringements committed in or near the goal area shall be taken from a distance of not less than two metres outside the goal area at the nearest point to where the offence occurred.

5 If a goalkeeper leaves the goal area then a direct free kick will be given against him, two metres from the point of exit.

6 An attacker who enters the goal area will be penalised by the award of a direct free kick at the point of entry, but a defender who enters the goal area will be penalised by the award of a penalty kick. (Discretion must be used here to distinguish between accidental and intentional entry or exit and only deliberate actions should be penalised. Accidental entry or exit, which has no affect on the play, should be ignored).

7 Keepers must roll the ball out under arm and they are not allowed to kick or throw over arm, if an infringement occurs a direct free kick will be given to the opposing team two metres from the edge of the area.

8 A high ball over head height off the keeper then becomes the keeper's ball, unless the ball returns into play, where the game should then continue.

9 Type of ball to be used: - If the match is to be played inside then a soft ball must be used as supplied by the pitch hirers or HOME team, unless both teams can agree otherwise. On outdoor pitches any type of ball can be used as long as this is agreed with both teams prior to the start of the game.

10 Players should, wherever possible, be employees of the company/organisation that the team represents. Discretion can be used to ensure fixtures are played on time but the use of “RINGERS” for matches is not allowed.
